Several large total-only recipient entries (recorded as a grand total with no organisational breakdown) most plausibly sit within this and the Other Groups bucket — e.g. Keir Starmer (£50,000), David Davis (£75,000), Angela Rayner (£25,000) — but the source does not attribute them explicitly, so they are not double-counted here.
